It means that they weren’t compelled to take on those positions, as in volunteer military.
That it’s necessary in this context might be a hint.

And yet somehow, I suspect that we will still be subsidizing loans for kids to major in Peace Studies, Psychology, Sociology, English, [insert "victimized" group here] Studies, and a bunch of other “you want fries with that?” degrees.
